The rule, as Colorado writes it

Colorado exempts coins and precious-metal bullion under C.R.S. 39-26-706, covering state, RTD/CD, county and state-collected local taxes. Bullion qualifies when refining leaves its value dependent on metal content rather than form. Home-rule cities administer their own sales taxes and do not always follow the state exemption. A 2026 bill proposed ending the exemption from 1 January 2027; that language did not pass, but it makes this a rule worth re-checking rather than assuming.
