The rule, as New York writes it
New York exempts precious-metal bullion sold for investment only when a single invoice totals more than $1,000 AND the price depends only on metal content — meaning it may not exceed 115% of the daily closing bullion price for bars and ingots, 140% for silver coins, 120% for gold coins of a quarter ounce or less, and 115% for other coins. South African coins are excluded by name.
