The rule, as Rhode Island writes it
Rhode Island exempts precious metal bullion where the transaction is substantially equivalent to a transaction in securities or commodities. Bullion means a smelted or refined elementary precious metal — gold, silver, platinum, rhodium and chromium are named — valued on content rather than form. Fabricated metal processed for industrial, professional or artistic use is excluded.
