The rule, as Arizona writes it

Arizona exempts sales of precious metal bullion and monetized bullion to the ultimate consumer from transaction privilege tax, with no dollar threshold. Two carve-outs matter: coins or money sold to be manufactured into jewellery or works of art are taxable, and under the Model City Tax Code a coin bought primarily for numismatic value is taxable at city level — defined as a price at or above TWICE the value of the coin’s metal content. That is a premium test, so the premium column below tells you which side of it an offer falls.
