The rule, as California writes it
California exempts a “sale in bulk” of monetized bullion, non-monetized gold or silver bullion and numismatic coins. Since 1 July 2023 that means a single transaction with a total market value of $2,000 or more — the threshold is inclusive, was $1,500 before that date, and is indexed for inflation under Revenue and Taxation Code §6355. Below it, tax applies at the combined state and district rate.
