The rule, as Illinois writes it

Illinois exempts “legal tender, currency, medallions, or gold or silver coinage issued by the State of Illinois, the government of the United States of America, or the government of any foreign country, and bullion” from Retailers’ Occupation Tax, with no dollar threshold. Bullion is listed separately from coinage, so privately minted rounds still qualify as bullion — but a coin set into jewellery loses the exemption and the whole piece becomes taxable.
