The rule, as Wyoming writes it

Wyoming treats specie legal tender as intangible personal property rather than as goods, which is what puts it outside sales tax. The mechanism came from the 2018 Wyoming Legal Tender Act (HB0103) and runs through W.S. §9-4-1304, so the route to the exemption differs from most states even though the practical result — no sales tax on gold and silver specie — is the same. Because the exemption is framed around specie legal tender rather than bullion generally, confirm treatment for non-specie bars before a large order.
